MCAF ATC Communications Electronics Technician

Job Description (MCAF ATC Communications Electronics Technician):

Marine Corps Air Facility (MCAF) Quantico, Virginia has a requirement for Flight Clearance and Air Traffic Control Maintenance services in support of air traffic operations to and from the United States Marine Corps Quantico Air Facility. MCAF Quantico's mission is to ensure the safe and efficient operation of Marine Corps Air Facility Quantico, Virginia, by providing comprehensive airfield services.


Duties of the Communications Electronics Technician include but not limited to:

Provide planned / preventive and corrective maintenance and training, as well as provides maintenance administration on all assigned communications systems that support Air Operations

• Perform planned / preventive maintenance and daily operational checks in accordance with the MCIEAST-MCB CAMLEJO 3721.1 and OPNAVINST 4790.4.

  • Perform corrective maintenance in accordance with the MCIEAST-MCB CAMLEJO 3721.1 and verify correct certifying ground inspections values and data on FAA flight inspectable systems in accordance with the NAVAIR 00-80T-114 and OPNAVINST 3721.5.
  • Obtain required qualifications and provides NAALS systems training, On the Job Training (OJT), and submits qualification recommendations to newly assigned Electronics Technicians in accordance with the MCIEAST-MCB CAMLEJO 3721.1.
  • Perform required administrative functions such as ensuring maintenance data collection forms, inspections reports, training documentation, maintenance reports, maintains facilities status reports, Work Center logbooks, equipment forms, supply documentation, and training materials are completed and recorded in accordance with CAMLEJO 3721.1, OPNAVINST 3721.5, OPNAVINST 4790.4, and NAVAIR 00-80T-114.

Minimum Qualifications:

  • Must possess a Secret Clearance or previously held a Secret Clearance which has expired (not revoked).
  • Must successfully complete an initial indoctrination training program and recurring systems proficiency evaluation, as needed, in accordance with MCIEAST-MCB CAMLEJO 3721.1 and OPNAVINST 3721.1. The initial indoctrination training and recurring system proficiency evaluations are government-provided.
  • Must possess the following system certifications: 
  •        AN/FYC-22 Visual Information Display System, 
  •        AN/FSC-127 Enhanced Terminal Voice Switch (ETVS), and CM-300 Radios. 
  • These certificates of completion must be from a recognized formal training facility, such as an Original Equipment Manufacturer (OEM), FAA, or military technical training center.
  • Must have three (3) years of working knowledge and experience with the following systems: AN/FYC-22 Visual Information Display System, AN/FSC-127 Enhanced Terminal Voice Switch (ETVS), and CM-300 Radios.
  • Must present a certificate from the DOD or FAA electronics course or an approved accredited electronics certification program.

• Must have five (5) years of experience working with the following: 

  1. experience maintaining Air Traffic Control systems. 
  2. repairing, overhauling, modifying Air Traffic Control systems including analog-to-digital interface systems.
  3. isolating malfunctions by prescribed systems checking procedures, visual inspections, voltage checks, and other tests using a wide range of electronic test equipment.
  4. assembling, installing, and repairing antenna systems, transmission lines, fiber optics, and RF waveguides. 
  5. performing corrosion control measures.
  6. ensuring maintenance data collection forms, inspections and maintenance records are accurately complete.
  7. maintain Facilities Status Records and update logbooks. 
  8. independently verifies operational condition of Air Traffic Control systems to be within prescribed parameters in accordance with applicable Technical Order/Manual or directive.
  9. repair, adjust, and aligns systems to pass recertification and periodic flight checks; 
  10. repair, adjust and align for radar display in the Radar Air Traffic Control Facility (RATCF) and Air Traffic Control Tower (ATCT).

• Must be Cardiopulmonary Resuscitation (CPR) qualified and must maintain qualification for the contract duration.


Skills/Other Requirements: 

• Show a history of working with little or no supervision

• Be capable of component level repairs requiring through-hole and surface mount soldering

• Be able to quickly learn to maintain unfamiliar systems with limited training.

• Have strong computer skills including familiarity with older Windows versions (3.1 and higher), DOS, MS Office; network administration experience a plus.

• Show familiarity with telecommunication principles and troubleshooting techniques.

Job Description (MCAF ATC Airfield Mgmt Specialist):

Marine Corps Air Facility (MCAF) Quantico, Virginia has a requirement for Flight Clearance and Air Traffic Control Maintenance services in support of air traffic operations to and from the United States Marine Corps Quantico Air Facility. MCAF Quantico's mission is to ensure the safe and efficient operation of Marine Corps Air Facility Quantico, Virginia, by providing comprehensive airfield services.

Duties Airfield Management Specialist include but not limited to:

Assist pilots with flight planning, provide necessary information and support during flight, and offer post-flight services such as debriefing and analysis. Duties and responsibilities include:

• Process Flight Plans 

• Transmit and receive flight plans and related air traffic messages between worldwide US military airfield management / flight planning personnel, Air Route Traffic Control Center, and FAA Flight Service Station.

• Notify Air Traffic Control via inter-phone of flight plan changes.

• Provide airport advisory service and clearance delivery service when the Air Traffic Control Tower is closed.

• Monitor receipt, review, dissemination, and disposition of incoming Notice to Air Missions.

• Manage Flight Information Publications account.

• Provide detailed assistance to military pilots and pilots of private, foreign, and contract aircraft.

• Initiate emergency action checklists.

• Prepare and submit all required reports and assigned projects.

• Review and coordinate landing requests supporting various contingency operations in the National Capitol Region (NCR) and Military District of Washington (MDW). This involves efficiently managing and prioritizing landing requests to support critical operations and ensuring seamless integration with other agencies involved in these operations.

• Coordinate special services and handling for flights with distinguished visitors.

• Coordinate flight information on Instrument Flight Rules aircraft with Air Route Traffic Control Center.

• Coordinate with Fuels / Motor transport to arrange gas, as well as transportation services for transient crews.

• Schedule aircraft activities with tenant and transient aircraft.

• Initiate search and rescue for overdue Visual Flight Rules aircraft to include Information Requests and Alert Notices.

• Provide training to newly assigned Aviation Operations Specialists, Electronics Technicians, and other personnel.

• Conduct and document daily and periodic airfield inspections in accordance with NAVAIR 00-80T-124.

• Mitigate hazards and notify appropriate agencies to resolve hazards or non-compliant conditions.

• Train to become qualified as a Flight Planning Dispatcher and Flight Planning Supervisor.


Minimum Qualifications:

• Must possess a Secret Clearance or previously held a Secret Clearance which has expired (not revoked).

• Must possess a minimum of two (2) years of experience working with Microsoft Access, Excel, and SharePoint.

• Must have three (3) years of working knowledge and experience with the following systems: 

o AN/FYC-22 Visual Information Display System, 

o AN/FSC-127 Enhanced Terminal Voice Switch (ETVS), 

o Flight Data Input / Output.

Qualifications


Education


Formal training in communications electronics is required

Experience


Minimum of three years' experience on military or civilian equipment is required.

Individual will possess technical experience in air traffic control systems; ground-based electronic navigation, weather systems, and related operations are preferred because this individual is ultimately responsible for validating the adequacy and accuracy of all Contractor work products

Current relevant experience in the full range of operational and technical management must be shown by documented successful completion of multiple projects during the past eight years, preferably on overseas area of responsibility efforts

Experience should include systems that support airport operations, airspace management, air traffic control, system analysis, ATC systems planning, aviation weather operations and systems, and management of operational ATC and ATCALS electronics maintenance facilities

Must have a thorough background in basic electronics; must be experienced in radio, ATCALS, navigation communications equipment as required; experience with legacy systems preferred

Technical Skills


Must possess or be able to obtain an FCC Radiotelephone Operators License

Must be familiar with technical orders, directives, and specifications related to this job; must demonstrate ability to perform all work functions with an economy of material, time, manpower, and natural resource energy

Job description

Responsibilities

Dynamic Science, Inc., is looking for an individuals to serve as a Ramp Controller at the Seattle Airport (SEA) or Detroit Metropolitan Airport (DTW). Opportunities available at both SEA and DTW based on your qualifications and locality preference.

 This employee controls aircraft (parking, push-backs, taxi, etc.) in the ramp, cargo and taxi lane area, ensuring safe, orderly and efficient operations and flow of aircraft. Works in rotating shifts to maintain coverage 24 hours a day, 7 days a week.  

Monitors radio frequencies continuously. Controls movements of aircraft in aircraft ramp, cargo and taxilane area, ensuring proper sequencing and separation; approves requests for push backs of aircraft into taxi lanes in ramp area ensuring an orderly flow of traffic and prevention of delays; and Monitors all aircraft movement under ramp control visually and with surface radar detection equipment. 

Maintains liaison with FAA and Airport Operations personnel to coordinate unusual or emergency situations.

Qualifications

• Detroit Metropolitan Airport (DTW)

• This position requires air traffic control ground control experience or similar experience in the movement of air traffic

• The ability to work under pressure in rearranging priorities of ground traffic movement amidst changing situations and maintain poise during emergencies is essential. 

• Experience as a terminal air traffic controller either in the FAA, private or military is preferred

• Seattle Airport (SEA)

• Experience as a terminal air traffic controller either in the FAA, private or military is required and the candidate must hold a prior Control Tower Operator (CTO) credential in order to be considered.

• The ability to work under pressure in rearranging priorities of ground traffic movement amidst changing situations and maintain poise during emergencies is essential. 

Other Requirements

• Must be a U.S. citizen

• Candidates must be able to successfully pass a pre-employment drug screen and background check.

• Demonstrated oral and written communication skills.

• Minimum of a High School Diploma.

• Additional experience and training in FAA, military, or commercial Air Traffic Control operations is required.

Air Traffic Controller/Weather Observer

Location: Eastern WV Regional Airport (MRB), 222 Sabre Jet Blvd., Martinsburg WV 25401


Responsibilities: 

Perform air traffic control duties as a full performance controller.  Function as a sole tower operator with all Air Traffic Control performance requirements.  Perform all basic weather watch functions required during assigned shifts. 


• Capable of operating all tower positions as Controller-in-Charge

• Train assistant controllers and trainees in all tower positions 

• Record and electronically transmit surface weather observations as applicable

• Obtain and transmit all pilot reports

• Advise maintenance technicians of all equipment problems


Perform other related ATC duties as assigned by the Air Traffic Manager.

Full and Part-Time position available.


Experience: 

• Minimum of 3 years experience in ATC duties in a control tower (REQUIRED)


Qualifications:

• Must have or be able to hold a Class 2 FAA medical certificate (REQUIRED)

• Must have a background in weather observation and have or be able to pass National Weather Service LAWRS/SAWRS certification examination as applicable.
